14. Mega City Undercover

A more recent storyline from 2000 AD, Mega City Undercover - also known as Low Life - shines a light on a wholly different side of the Judge's war on crime. You can probably guess the angle from the name of the series: it's Judges going undercover with the gumps and other street-level criminals, in order to bring them down from the inside. And it's pretty brilliant. The only problem is Dredd doesn't ever appear in the series. So bringing it to life in Dredd 2 would probably involve shunting the series' brilliant cast of characters to supporting roles, which isn't any bad thing; if the first Dredd taught us anything, it's that the secondary characters can be just as important and well-drawn as the protagonist. Really I just wanna see who they'd cast as Dirty Frank, who has been undercover so long he has gone insane, speaking in the third person and resembling iconic comic writer Alan Moore.
