It couldn't be anyone else.

While his brother Owen is a little more developed and Drift King is more emotionally charged, Deckard Shaw is the definitive villain of Fast & Furious through sheer presence and intensity alone. His first appearance in the series is blowing up the car that killed Han; walking away after killing a fan favourite without even a slight hint of emotion.

He destroys the Toretto family home, wrecks a hospital and manages to singlehandedly beat up Luke Hobbs within the first act of Furious 7, and over the course of the rest of the film Shaw's presence is unrelenting. He is always around the corner, waiting to cause more carnage, putting more lives at risk with his thirst for vengeance.

While it can be easy to forget just how seismic Statham was as an ultimate antagonist considering the subsequent development of Shaw, in Furious 7, he feels like the most deadly man on the planet. His final fight sequence with Dom is the series' best ever fight and Dom's agonised victory is utterly stupendous to witness. It's likely that no one will ever be able to surpass him as the best Fast & Furious villain.
