18. The Underminer - The Incredibles/Incredibles 2
Remarkably, out of all these villains, the Underminer is the only one to be voiced by Pixar stalwart John Ratzenberger and despite his limited screen time, he makes quite the impression.
Popping up (quite literally from the ground), at the end of the first film, fans had to wait 14 years to see his fight with the Incredibles family and it did not disappoint, as the sequel opens with an amazing action sequence. A suitably over-the-top and eccentric bank robber, his escape leaves the door wide open for him to return for Incredibles 3, when it eventually comes out in 2035.
He may only be a minor (pun intended) bad guy, but he's very memorable and brings back nostalgic memories for the Rise Of The Underminer video game.
