Grand Moff Tarkin is the iconic Imperial commander of the Death Star and second in command to Darth Vader. He was cool and calm in every circumstance whilst keeping his creepy and cold mannerisms. He held Princess Leia hostage and destroyed her home planet of Alderaan, killing millions of people without a second thought.

Tarkin was a calculating villain who boasted immense power throughout the Empire. He was a high ranking member of the Empire and led his Stormtroopers in a fanatical pursuit of the Rebellion.

In short, anyone who can speak against Darth Vader without getting choked to death earns a high place on this list.
