13. "The Greater Good"
At one point, Grindelwald gives away his own game while he's in disguise as Graves when he accuses Newt Scamander and his associates of doing precisely what he himself is looking to do - i.e. pulling down the curtain of deceit between No-Majs and Wizards. He wants a war in order to establish wizarding supremacy, after all.
Even more specifically, Graves uses a line suggesting that Scamander is willing to kill a few thousand "for the greater good" - which is a direct reference back to what would become Grindelwald's slogan (which Dumbledore actually coined for him).
