The movie does seem to return to New York at least briefly, as the trailer concludes with a carriage of winged horses - known as Thestrals - riding out of the MACUSA building and performing a very Batman Begins-esque swoop towards the camera.

The Thestrals are considered extremely dangerous by the Ministry of Magic and can only be seen by those who have witnessed death, so it'll be interesting to see how they play into what's presumably the sequence where Grindelwald is broken free from custody.

The CGI is a little rough in places here, but Warner Bros. has more than six months to get it right, so hopefully it'll be polished up quite a bit before release.
