In the novel version of Dr No, the eponymous villain had his hands removed because of his betrayal of the Chinese criminal organisation he used to work for. It was his punishment for stealing, but in the film, No's hands were removed as a side-effect of his working with radioactive material.

At the time, the idea of nuclear weapons was as cutting edge as it was terrifying to the world and a villain who dabbled in such potentially catastrophic death was bound to conjure fear. He was presented, rather appropriately as a sort of Dr Frankenstein, who's attempts at over-reaching had come at a cost.

Given that we're being primed to think of Safin's threat in terms of his "new technology," he sits alongside Dr No in those terms. And he's also another of those Bond villains with a physical disfigurement. So what if Safin's backstory has him becoming heavily scarred in the pursuit of his "new technology" just as No was? What if instead of his hands being destroyed, his face was?

And who's to say he won't have metal hands too? It's not like they were shown in the trailer.

But there's another question here - how Safin's story ties into Spectre and Blofeld and Madelaine and thus Bond. And there's a possible answer to that too...
