There's a reason she's number one - you'd be hard pressed to find a more hated character in the series. Her condescending and patronising manner makes her easy to dislike on a superficial level, but her actions are something else.

As a teacher in Hogwarts, she is despised by teachers and students alike. Not only does she enforce the lie that Cedric died in an accident, but she punishes anyone who suggests Voldemort was involved. And she punishes them with torture. In comparison, Snape seems caring and nurturing.

She is also behind a conspiracy to get Harry expelled from Hogwarts, by setting a dementor on him, forcing him to use magic outside school. With these dirty tactics, is it a surprise she joins the dark side when they infiltrate the Ministry?

In Voldemort's takeover, she works in the Ministry's courts overseeing the persecution of Muggle-born witches and wizards. Thankfully, she ends up serving a life-sentence in Azkaban - fitting for one who goes from sociopathic bully to war criminal.
