Dolores Umbridge, who works for the Ministry of Magic, uses her position to gradually take over Hogwarts in Order of the Phoenix. By outlawing the use of magic and being above all cruel, Umbridge made herself very unpopular among Harry Potter characters and audiences.
Rita Skeeter is the gossipy journalist for the daily prophet in Goblet of Fire. This blonde-haired witch was nothing more than a nosy reporter, fabricating stories at the expense of others.
