Pennywise then arrives and they simply stand still staring in the direction of Richie the same way the librarian creepily stares at Ben when he's researching in the library in the first movie.

Look closer though and there's an even creepier detail to them. Just as the adult Richie so wonderfully crumples into unconsciousness with his mouth hanging open when he's caught in the Deadlights during the film's climax, the Derry residents are all standing with their mouths hanging open in the same frozen pose.
