Much like the line-up of the Justice League itself, the Injustice Gang has gone through numerous incarnations with a varying roster of villains, most of them rogues of individual members of the League. For instance, there would be The Joker, Lex Luthor, Cheetah, Black Manta, Captain Cold, Sinestro and Gigantica on the team to match their counterparts. The line-up often depends on which villains a comic writer wishes to use or who makes the most sense whenever the Injustice Gang is featured in a story. Since Wonder Woman and, at the very least, Batman are already known heroes in Man of Steels sequel, it can be assumed the other JL members might already exist along with their rogues, making it plausible to feature several of these villains coming together to defeat their foes in a combined effort. Luthor more often than not takes charge of the group and since they took Easter Egg steps to establish him in Man of Steel, before casting Jesse Eisenberg for the sequel, it is possible he will form his own group to combat the growing threat of superhumans. That being said, it would be a lot to put into the film as Snyder and company will already have to deal with the introduction of a few other League members and introducing a number of new villains into the mix as well may prove to be too much to deal with in the span of two plus hours.
