1. Vandal Savage
When I first heard that the Justice League were being made into a movie, even before Darkseid, I wanted Savage to be the main villain. Vandal Savage is a perfect villain. Brilliant, powerful, and has influence everywhere. An immortal caveman with infinite intelligence, Vandal Savage is able to manipulate planets with his influence. While Sinestro and Luthor can recruit villains, Vandal Savage is the kind of man who could work under such titans, and manipulate them to his will. He infiltrates an organization, takes command from behind the shadows, and launches his assault. Not only that, but he'd be able to turn the JLA against itself. He'd find ways to take control of their minds, trick them into thinking one of them is a traitor. He could take over Atlantis, Paradise Island, the entire planet--Savage is the sort of villain who, despite having nearly no powers, can turn the planet against you. When Savage talks, people listen.
