4. Super Soldier Serum

Captain America's super soldier serum has a violent history. The original serum and relevant research was destroyed shortly after Cap was given a dose but many groups tried to recreate it.

In the MCU, the United States tried to recreate the serum by testing on African-American soldiers, lying to them that they were getting standard shots. The only man to survive these inhumane tests was Isaiah Bradley, as the other participants died slowly to the serum. Bradley was imprisoned for thirty years for saving his friends who were going to be killed in a cover-up operation to hide the abuse done to them. Eventually, the serum was able to be perfected in 2024 by Wilfred Nagel using blood extracted from Bradley. However, it was not long before the twenty doses that Dr. Nagel created were lost, this time stolen by the Flag Smashers group.

Ultimately, the project has been held back by poor data-storage that can be easily destroyed and deceptive, racist experimentation. If the government was more open with its research in the beginning, it's likely the whole world would be super soldiers by now, all without exploiting unwilling people.
