19. Hulk (Pro-Registration)

In spite of the fact that Hulk appears to be fighting with Iron Man in the Age of Ultron trailer, we think Hulk will side with him in the Civil War. Ultron was probably in control of the Hulkbuster armour in that scene, as Tony Stark and Bruce Banner have built a close relationship in the Marvel Cinematic Universe and it seems unlikely that it would so abruptly and quickly come to an end. Bruce Banner is very aware of the destruction that Hulk can cause and he feels guilty for some of the things he's done as Hulk in the past. He will welcome a registration act with open arms and offer the pro-registration side - and his friend - some much needed muscle.
