When we last saw the man fans know to be Bucky Barnes, he escaped after nearly perishing in a battle against his former best friend. The search for him is still on according to a brief conversation between Falcon and Cap in Age of Ultron, and we now know he turns up in Civil War. At the conclusion of the comics arc, Steve Rogers is assassinated which leaves Bucky - memory restored - to pick up the shield and wear the red, white and blue. That the movie would repeat those steps has been rumored and/or assumed ever since The Winter Solider was announced as a character, and it looks like we're heading in that direction. Presumably at some point Barnes regains his memory and begins thinking and acting for himself, and when he does he'll be an incredibly loyal and advantageous ally for Cap to have on his team. After all, the two have been best friends for over sixty years.
