9. The Set-Pieces Are Goofy & Dull
Even once the movie belatedly lets loose with its action sequences, the majority of them are silly and/or weird in a way that's really quite offputting.
Take the Monaco showdown, which sees Tony Stark taking his racecar for a spin, at which point Whiplash makes a convoluted appearance - at just the right moment to attack Tony, no less - and after an all-too-brief battle, Whiplash is arrested.
Then there's the Iron Man-War Machine (Don Cheadle) fight during Stark's birthday party, which is again tinged by the silliness of Tony being drunk, and again, it's over just as it starts to get interesting.
Probably the best action in the movie involves Iron Man and War Machine fending off the "Hammeroids" in act three, but ultimately a battle against drones can only ever be so interesting, really.
