There are a few things we know for sure about the Captain Marvel movie, and the two pertinent to this point are that it's set during the 1990s, and that it'll take place predominantly in space.

There are a number of reasons for that, including exploring a different era of the MCU, bringing some characters back in different ways, and giving it breathing room, but could it also tie into her whereabouts heading into Avengers 4?

After all, there absolutely has to be a great reason we've never seen Captain Marvel before now, and why Fury has - to our knowledge - never attempted to contact her. But what if she was impossible to reach?

Something could well happen to her in the movie, especially as it's going to involve the Kree-Skrull War and the Quantum Realm, that means she's stuck in either her own time period and hasn't been able to move forwards, or is out in space somewhere. It could, alternatively, be a choice of hers to withdraw from contact with anyone else, because of what she goes through in her solo movie.
