4. Vulture - Spider-Man: Homecoming

Michael Keaton's Vulture might well among the best villains in the MCU and part of that impact comes down to his simple but effective costume design, combining an Air Force aesthetic with his wing suit.

Clearly, that was the approach they always intended to go with, rather than the bird-man look from the comics. There was also obviously some intent to have a more traditional bald Vulture design, judging by Josh Nizzi's concept art...

The concept artists also clearly played with the idea of his wing suit being more bird-like at one stage...

There was also an early design for Shocker revealed by Andrew Leung, which may not have been particularly clear, but which showed the consideration to have him in a full-body costume and helmet as he was in the comics...
