9. Shannon Woodward

Shannon Woodward is one of the lesser known actresses on this list, but those who watch the sitcom Raising Hope know that Woodward is a sharply funny actress, with an Ellen Page-esque dry sense of humour and short stature. Like Alison Brie from Community she hasn't had her Hollywood breakthrough yet and I'd love to see her finally get one. And what better way to make a breakthrough than playing the deranged girlfriend of the Joker? The other reason Woodward is on this list concerns her character on Raising Hope, Sabrina Collins. Sabrina is a little bit mentally unstable when off her medications, as seen in the season 2 episode where we learn she needs to wear a stocking over her head while sleeping, due to having a spider lay eggs in her ear when she was younger. While this is played for laughs, I think Woodward's natural comedic timing and her ability to play someone alluring and reserved, yet a little wacky, could be a really good fit for the role of Harley.
