2. The Winter Soldier (Captain America: The Winter Soldier)
MarvelThe titular villain of the MCU's best solo film is brainwashed Bucky Barnes, Captain America's childhood friend played by Sebastian Stan. The Winter Soldier has similar physical strength to Cap, fantastic marksmanship, and a genuine creepiness; he is similar in nature to the Terminator and often comes off as relentless killer whose silence makes him even scarier. The moment when the Winter Soldier first appears in the film is at the conclusion of Nick Fury's getaway chase. Henry Jackman's unnerving score makes us fear for Fury's life as the Winter Soldier slowly stalks towards him, and his threat is solidified when he later "assassinates" Fury when we had thought Fury had made a clean getaway. The Winter Soldier also clearly scares Black Widow, which is pretty hard to do, and his two hand-to-hand fights with Captain America throughout the film are brutal and excellently choreographed. Although Winter Soldier very well may be this high based on his villainous characteristics, his past history as Bucky Barnes shows him in a new light, as a tortured soul struggling to remember who he is. Captain America's attempts to break through to Bucky as they fight are heart-wrenching, and seeing him save a fallen Captain America from death makes the audience cheer for him. Sebastian Stan's fantastic acting also earns Winter Soldier the #2 spot, a role that in the hands of a less capable actor would not convey such emotion.
