22. Superman IV: The Quest For Peace (1987)

Superman IV earns its place as the worst movie based on DC characters for two main reasons. The first, is that it marks an ignominious end to the once-great Superman franchise. The second, and most important reason, is that it is nothing short of awful. The $17m budget was less than half of any of the other Superman movies thanks to the penny-pinching at Cannon Films, and the results are painfully obvious onscreen. The actors look bored, the plot is nonsensical, and the sets and special effects are laughably cheap. Unsurprisingly, the movie tanked at the box office and couldn't even recoup the meager production costs, giving The Quest for Peace the unwanted yet fully deserved reputation as one of the worst movies ever made.

21. Catwoman (2004)

As Michelle Pfeiffer's memorable performance in Batman Returns proved, there was a huge amount of potential in a standalone Catwoman movie that was initially rumored to follow soon afterwards. Unfortunately, by the time the project was eventually realized we were given a $100m turd starring Halle Berry and directed by the pretentiously-named Pitof. A ridiculous plot, thin characters, awful CGI and tedious action scenes are the order of the day, and for a movie with four credited writers the script is nothing short of terrible. The proceedings are directed with no style or cohesion, and it comes as no surprise that the clueless Pitof hasn't made a movie since. Failing to reclaim its budget at the box office, Catwoman also landed Razzie Awards for Worst Picture, Worst Director, Worst Actress and Worst Screenplay. At least Halle Berry had the decency to show up and collect her award in person, acknowledging how truly bad the movie is.
