Up until after Avengers: Endgame released it was thought that Spider-Man: Far From Home would be the first entry in Phase Four. However, the film was promptly rebranded as the closing chapter of Phase Three, and with it the Infinity Saga as a whole. That didn't stop it from setting up the MCU's future though, even in a very on the nose manner.
Just before Peter and MJ start swinging through NYC, they walk in front of a construction area that has zones 1-3 numbered. After that, it says "can't wait to show you what comes next", an obvious nod to the first three phases of the MCU and what's to come in the future.
