In the Marvel Cinematic Universe, it's a safe bet that if there's a new villain around, it's probably Tony Stark's fault. Or at the very least Howard's.

After Iron Man 3, Avengers: Age of Ultron, and Captain America: Civil War all examined this idea of it being Tony's fault, Spider-Man: Homecoming looks to be doing the same.

This time, it's his new company, Damage Control, who lead to the rise of Vulture. They clean up after superheroes swoop in and leave a big ol' mess behind, and given Adrian Toomes relies on that mess for his salvaging business, it's this that leads him towards a hatred of Tony. And, in turn, becoming the supervillain Vulture.
