9. Doctors Can't Inquire About Midi-Chlorians
The Empire employs people from all walks of life - not just murderers. Quite the opposite, in fact - they need doctors just as any sufficiently sizable organisation or settlement does.
But doctors working for the Empire also have their hands bound by statute OB-CPO-1198, which while broadly covering illegal medical research, was primarily intended to stop inquisitive doctors looking into midi-chlorians.
This legislation was first seen in action in the 2007 Legends novel "Death Star," where doctor Kornell Divini discovered that one of his patients had an abnormally high midi-chlorian count and attempted to research it on the information portal MedNet, only to find himself arrested as a result.
Midi-chlorians are of course linked to a person's potential Force abilities, yet despite being easily measurable by a blood test, the Empire strictly prohibits even medical professionals from investigating further.
Though the Empire did secretly test many for high midi-chlorian counts in the hope of weeding out Jedi spies, their primary motivation was to make penalties for midi-chlorian research strict enough that it wouldn't be worth the risk. The knock-on effect was that public knowledge of midi-chlorians would then fade away.
All in all, though, it's probably not a great idea to prevent doctors from practising any aspect of their craft, right?
