3. Who Is This?

One of the most interesting points of the trailer was this brief shot, which has at least 3 different points you could question. 

Why are the Royal Guards present in this scene? We've come to associate these with the presence of Emperor Palpatine, so does that mean he is making an appearance, or even that we're seeing him in this very shot. 

That leads to the next question, who is this hooded-and-cloaked figure? Is it Palpatine? I've also seen suggestions it's Vader, which would answer the previous question, but it doesn't look right, and wouldn't be the best way to introduce him. Or is it simply someone working for the pair? 

Lastly, there's that smoking chamber. Are we to assume the cloaked person has came out of there, or is he/she/it awaiting the arrival of someone?
