If you weren't already getting the sense, the appearance of Mon Mothma in a sort of Amanda Waller like overseer role really hammered home the idea that the Rogue One team are basically the Star Wars equivalent of the Suicide Squad.

With Jyn's rap sheet read out over the top of their meeting and the supremely hokey "I rebel" line (we can all forgive it, since George Lucas' scripts were often cartoonish), you initially get the sense that she's being offered a pardon for her "volunteering" for the mission.

But it's actually going to be more complex than that: Jyn isn't being offered her freedom by a hostile third party, she's still a Rebel soldier (otherwise Alistair Petrie's character would have no place commanding her as he does). This isn't actually as hostile a meeting as it seems - they're clearly all on the same side, and rather than it seeming to be Mothma attempting to blunt Jyn, it's clearly quite the opposite.

The Rebellion need loose cannons like her for the mission (just as Waller needs her Suicide Squad to be reckless and unhinged), and there's no way she's being reprimanded for her behaviour in a traditional sense.
