MakingStarWars posit the theory that Finn and Kelly Marie Tran's character break DJ out of prison as part of the casino plot, which also includes them possibly recruiting (or at least employing the services of an expert hacker played by Justin Theroux).

That would fit with his appearance, and it could explain the disparity between what appears to be his opulent ship and his grubby costume.

Further to that, StarWarsPost have added more detail, thanks to some set photos that leaked previously, including the shot above of CBPD (the PD standing for Police Department). Around the time the Millennium Falcon shots first leaked months ago, some others of the Pinewood set also released, which nobody paid much attention to, but a detail on one of those sets could flesh out the prison break theory:

"Up at the top of the photo is a line of what looks like dingy jail cells... The plywood sets surrounding the line of cells are in the shape of the Dubrovnik streets and mimic the architectural style of the city. Of course, as a reminder, this is purely speculation, but it’s fun to piece together clues from over a year ago to fit with what we know now."

So what about the CB on those helmets? And where exactly is that prison?
