At no stage in the film does he actually have his name said, but Jim Parrick plays Jonny Frost, Joker's right-hand man from Brian Azzarello's Joker (2008). He doesn't actually look like him, but it's definitely him, as his army get-up (seen when he fires on the Squad with a mini-gun from Joker's chopper) has a Frost patch on the arm.

His relationship with The Joker, which is exceptionally well plotted in Joker, is just as strange as it is on the page. They're entirely different and Frost is sort of his handler, setting up business meets and helping him in the field.
