From that angle, it looks like Carmen Miranda is about to be hit by a train. Whatever it is, it looks like a technicolour nightmare. There are a couple of possibilities here: this might be the first bad guy that the Squad are sent after by Waller's leadership team. If that's the case you can probably bet it's the Tattooed Man (played by Common in the film) who has the ability to bring his tattos to life. The fact that a set shot of Common showed him to have vine like tattoos on his head would fit that suggestion.

The other best theory so far I can come up with is that this is The Creeper - or a version of him - who is released from Katana's sword when it's broken. He definitely looks demonic enough, and he's the same sort of colour as the comic version of the character. Plus he's a big presence in the New 52, and we already know that's playing a big part in the film.
