Lex Luthor represents the notion that it's not all about physical prowess when it comes to being a formidable individual. Luthor is merely a human but, through his genius, he is able to present a legitimate and credible villainous threat to a being who is essentially a god in comparison. Luthor's plots and schemes have caused no end of trouble to Superman, whether it's through putting civilians in danger, weakening the Man of Steel by putting him in a dangerous Kryptonite-filled situation, creating a super-powered suit to fight him or by other means, the man's intellect is quite the adversary to him. Luthor also represents the very worst in all human beings - he's smart, successful, powerful and he happily abuses it every step of the way. He is there to make Superman question whether spending his time saving a race that breeds such people is worth his time and effort.
