4. Do a Different Finale

Speaking of villains, let's deal with the climactic battle in both films. The finale boils down to stopping a ticking clock overlooking the New York skyline with a fight that looks like it's straight out of a video game cutscene. I don't need to specify which movie I'm talking about because they both end exactly the same.

CGI in comic book movies is commonplace now, especially in a movie where the main characters are anthropomorphic turtles. But the CGI in both movies just feels rushed and bland. The finales are sterile and lack anything organic for viewers to latch onto. And since in both cases, the fights have been with an enemy audiences have hardly seen, no anticipation has been built up to see all these characters come to a head. Instead it just feels like boxes on a checklist are being filled in.

The emotional beats have been the same in both movies too. The Turtles need to resolve their differences and take down the villain as a family. Do something different. Make them need to have a strategy, or have them play to their individual strengths. And I know this is a crazy idea, but maybe they could use their weapons. Sending positive vibes to your family doesn't need to be the solution to every Turtles movie.

Another sequel needs to learn from the mistakes of other comic book movies. The third act of "Iron Man 2" and "Avengers: Age of Ultron" also both fell flat because they were retreads of their previous movies' final battles. "Out of the Shadows" made the same mistake and needs to mix it up for the Turtles potential third outing.
