10. Deadshot
Whilst some fans believe that Deadshot, or at least a reference to him, was included in The Dark Knight Rises in the form of Bane's right-hand man, Barsad, which is actually what I first thought upon seeing him sniping police from a rooftop, the fact is that he was simply not fleshed out well enough for that to be the case, even if he was intended as a minor reference. Christopher Nolan doesn't leave things to chance, references to other villains such as Killer Croc, more on whom later, were much more obvious and just because we see a man accurately wielding a sniper rifle that does not mean that he was Deadshot. Now imagine for a moment that Deadshot was included in the trilogy, as a background figure or actually in Barsad's role as Bane's right-hand man. A deadly villain who kills people with the one thing that Bruce himself will not use, guns. This would have drawn an interesting parallel between the two, as Bruce struggled to comprehend an almost perfect killer, hunting him through Gotham as the body count rose. Even Deadshot's wrist-mounted guns would have caused trouble for Batman in a fistfight, likely giving him an extra edge that other villains in the series did not have, with the exception of Bane and his brute strength. The best thing about Deadshot is that for the most part he could be conceived very easily as a realistic villain, something with Nolan prided himself on, and a reason he cited for not including certain other high-profile Batman villains.
