The major repercussion of all this is that The Avengers are split, with an Accords-approved, branded version and an off-the-grid team.
In the official, Stark-backed Avengers compound you have Iron Man, War Machine and Vision, who, while licking their wounds, still concede that they're doing the right thing, thus suggesting the schism Zemo caused was somewhat inevitable. Then you have the group made up of Steve, Bucky and those he busted out of The Raft - Scarlet Witch, Falcon, Ant-Man and Hawkeye - who you can imagine are going to work as before, albeit with less funding, and be on-call for real dangers from Stark. It's worth noting that, on top of tossing away his shield, Cap isn't wearing his usual costume in the final shot, perhaps hinting he's given up on the Captain America role altogether.
That final letter Steve sends to Tony gives almost a best-of-both-worlds situation - the Accords are passed, but their is still the opportunity for the old way of doing things - ending the film on an borderline positive note.
The outliers in this are Spider-Man, Black Panther and Black Widow. The former two we'll get to in a minute, but the latter is quite a big dangling question; the last we see of her is leaving the Avengers compound after Tony tells her Secretary Ross will come after her for her betrayal at the airport, suggesting she's gone underground separately (although could easily reunite with Steve, Clint and co.).
