One of the very earliest plans for the third movie came before The Dark Knight was even released, with David S. Goyer revealing back in 2005 that the first sequel to Batman Begins would've been the fight against the Joker, and then the second would see him on trial and going up against Batman and Harvey Dent, with Joker scarring Harvey and him becoming Two-Face.

This is where a lot of the misinformation around concrete Joker plans come from, and obviously they were rolled into one film: The Dark Knight. But, with Goyer contributing to the story of the third movie and the Joker set to return, then elements of this plan would still have worked.

Dent may not have been around, but the idea of the Joker being put on trial and parts of a Batman movie playing out like a courtroom drama with the Clown Prince of Crime is a tantalising prospect.
