Lord is somehow all too aware of the stone's powers and uses it to wish that he could be imbued with the magic it contains within. As a result, it turns to dust and powers the villain up to a tremendous degree. The twist, however, is that whenever the stone/Lord grants a wish, it takes something from the person as well and makes him even stronger.

After Stagg wishes that the wells would start producing oil again, he gets arrested for tax avoidance (meaning he's regained his fortune but lost his freedom). Then, as business starts picking up, Lord's secretary "wishes" for more help and a number of people show up looking for a job. Unfortunately, that results in hundreds of them flocking to the building and leaving her even more overwhelmed than before.

Diana and Steve, meanwhile, are attempting to find out how Steve has returned and Barbara - who now looks completely different and has quite the attitude - admits that she willingly have Lord the stone after realising what it could do.
