Yes, the Rakks of Borderlands are the spiritual successors to Cliff Racers, living in a similar habitat, with a similar pterodactyl-like appearance and a similar propensity to make you want to claw your eyes out (if they don't get there first).

Rakks are small, mobile, and (crucially) airborne, making a whole screeching swarm of them swooping down at you from the Pandora skies one hell of a handful. Rakks fly away after hitting you, circling around to come again, making them decidedly more formidable than Cliff Racers. Console players are particularly vulnerable, with the analog sticks not quite offering the precision required to take them down effectively.

You'd think that playing co-operatively would make them easier to manage, but they get even worse, as their scaled-up damage means that you can be killed by them before you've even had time to react.
