Ok, so this one may be cheating just a little bit. After all, players hear Jack's voice at the very start of BioShock, before he makes his way into Rapture to take part in a destiny that appears to have been laid out for him practically from the moment he was born.
However, he makes the list simply because he doesn't speak a word during his entire time in the sunken city. Despite the many horrors that surround him and the many interactions that he has with both Frank Fontaine and Andrew Ryan, he doesn't even so much as raise a murmur about the situation that he finds himself in. And that's before we even start thinking about splicers and Big Daddies.
It could be argued that this is because he is a walking commentary on the player themselves, wordlessly following whatever orders he is given without thinking twice about them. Regardless, he accomplishes his task with aplomb and - assuming you went the "good" path - manages to emerge from this underwater hell having saved the lives of almost two dozen Little Sisters.
