4. Scissorman - Clock Tower Series
Here it is, Clock Tower, a horror franchise with roots in the origins of survival horror and the popularity of stalker villains. You can link so much of the genre back to this trailblazing series. As the most iconic figure in this influential yet forgotten IP, it's safe to say Scissorman is deserving of their flowers.
This creepy little villain might not seem all too terrifying on paper, especially given the goofy animations from the original SNES game. However, their ghastly appearance and obsession with merciless killing will quell those thoughts in a snap.
Besides their heebie-jeebie-inducing look, it would be remiss not to mention the barbaric weapon for which this character gets their name. The idea of getting sliced in half by these monstrous shears is painful to think about and adds an incredible amount of tension whenever this beastie appears.
What makes the character even scarier is that they aren't just one person. Scissorman is a moniker passed down through multiple people. Anyone could be Scissorman, and that is horrifying.
