9. Cornelius Stirk
In the late 1980s and early 90s, Alan Grant largely ignored Batman’s already established rogues gallery – Riddler, Two-Face, Poison Ivy – to create his own ensemble of baddies, featuring the likes of Anarky, Victor Zsasz, the Ventriloquist and Cornelius Stirk.
A serial killer metahuman with the ability to take on any guise, Cornelius Stirk is a sick monster who transforms into his homeless victims’ worst nightmare so he can feed on the hormones of norepinephrine exuding from their terrified hearts.
Although his ability to resemble anyone from Jesus to Abraham Lincoln is a skill already possessed by the better-known Clayface, Stirk’s transformations are a lot scarier and visceral, providing greater potential for the Batman series to return to the nightmare-fuel boss battles fans adored with Scarecrow and Ras Al Ghul.
He hasn’t been adapted to any medium outside comic books, either, so his Scarecrow and Clayface-esque powers would still feel new and unsettling, and his inclusion would ensure Warner Bros. more creative freedom as Stirk doesn't have a loyal legion of fans ready to get offended by any insignificant change to his origin or appearance.
