6. Lieutenant General Shepherd - Modern Warfare
Lieutenant General Shepherd is the primary antagonist of Call of Duty: Modern Warfare 2. After the detonation of a nuclear device by Khaled Al-Assad wiped out almost his entire military unit in the Russian Civil War, Shepherd's opinions of global politics and military strategy started to evolve and shift to a far more defeatist, negative world view.
He created Task Force 141 with the help of John "Soap" MacTavish, recruiting notable S.A.S and other special forces operatives for off-the-record missions. After being granted a blank check once WWIII escalated fully, Shepherd eventually set up his own ultra-loyal "Shadow Company" PMC, and fully starts to make his mark on the modern world, including the assassination and betrayal of some of the best and bravest of his operatives.
Shepherd's tyranny is, thankfully, brought to a swift end by Captain Price and Soap at the end of Modern Warfare 2. However, when your daily place of work could be at any point blown up by a danger close airstrike, or you could be faced with the barrel of his signature .44 Magnum, it can't exactly have felt safe working under this crazed, warmongering general.
