The Fallout series has long been renowned for offering players an extraordinary level of freedom in choosing how they want to play. These games encourage you to live out your own story and play your own role, and believe it or not, if you want to run through Fallout 3 without killing anyone, it is perfectly possible.
The only enemy you technically have to kill is a radroach with a BB gun right at the start of the game as part of the introductory tutorial. From that point on, you can complete the entire main questline and many side quests without directly killing anything or anyone. It's hard, as it often involves sneaking or rushing through enemy-infested areas without being killed, but it can be done.
