The Umbrella Biohazard Countermeasure Service are interesting bunch. One of Umbrella's private armies, the UBCS are a ragtag group of war criminals from all over the globe. In order to conscript folks willing to do whatever they're told, the company offered death row inmates a chance to live by working for them. This of course had the additional benefit of making them very easily expendable, since they were expected to be dead anyway.

In fact, part of the process of joining the UBCS was the abandonment of your previous citizenship, identity and - in some cases - your old face. In order to hide known war criminals in their ranks, there was talk of Umbrella paying for plastic surgery.

It's never officially confirmed if the named soldiers in Resident Evil 3 have gone through this procedure themselves, but it's not an impossibility. To be fair, Carlos Oliveira in particular is so handsome (and he knows it) that it might make some amount of sense...
