4. Dr. Jonathan Crane - Batman: Arkham Asylum

Dr. Jonathan Crane is one of Batman's regular antagonists, and he is also a psychologist and psychiatrist.

Also known as the Scarecrow, Crane developed his own fear-inducing hallucinogenic gas that renders his victims little more than blubbering messes at his feet.

Crane blames his insanity on the fact that he was bullied as a child, and initially dedicated his life to studying phobias and the nature of fear, with an emphasis on psychology and biochemistry.

He was able to land a position as a University Professor, before being relieved of his post for experimenting on human subjects.

He finds himself in Arkham Asylum, where he uses the Joker's takeover as an opportunity to release his toxin into Gotham's water supply. Luckily, another of Batman's foes attacks and brutally mauls Crane. Phew.

Jonathan Crane is one of the scariest entries on the list, because his approach to his insanity is so carefully calculated and well-managed that he is able to convince others that he is actually sane. He's also completely obsessed with using his science to render others insane with fear.

He really shouldn't be allowed to continue to practice psychiatry.
