See that thing mounted just above his left hand? It certainly isn't another tiny crossbow like what Unity's Arno Dorian was equipped with. Instead, as you can clearly see the gunpowder residue scattered near the end of the barrel, this must be a return to AC II's miniature gun, first created by Leonardo Da Vinci. Whoever has access to the technology to make this in Victorian London is anybody's guess - but theories about Nikola Tesla's involvement in your affairs would make for a suitably brilliant reveal.
