The fanbase has really spoken on this one - the entirety of Gotham City should be playable in any DLC storyline. Fans were left justifiably disappointed by the fact that Batman and Robin could only explore the Steel Mill in the Harley Quinn's Revenge add-on, as it restricted movement to an already well traversed part of City's environment. Any DLC needs to have variety, and relegating exploration to a tiny portion of the map really stifles that element of the Arkham series. As a great portion of Rocksteady's Arkham has relied on back-tracking in the past, the addition of some new environments would really do a great deal to help differentiate the DLC from the core game. With the fact that Harley Quinn's missions appear to be taking place in Nightwing's stomping ground of Bludhaven, the prospect of some more locales making their way into the series through the season pass increases exponentially.
