10. Two-Face

Two-Face is such a great character; the epitome of duality as a former District Attorney turned nefarious criminal. A man who constantly struggles with the binary nature of the world and, because of this, ultimately leaves his decisions to the simple flip of a coin. As great as Arkham City is, Dent is a bit one-dimensional in the game. A crime boss who runs the part of town around the courthouse, interestingly his primary purpose is being an antagonist to Catwoman and driving her storyline. His boss fight in particular is a tense showdown potentially missed as it was only available in Selina's DLC, but re-appeared in nigh-on the exact same fashion when Batman tackles Deadshot in Arkham Origins. Troy Baker voices Two-Face in the game and does justice to the character. The writers could have expanded the dialogue a bit more than calling Catwoman "b*tch" so frequently, but Baker certainly sounds like Two-Face. It wouldn't have taken much to push Dent a couple of notches higher on this list, but as we know he will be in the upcoming Arkham Knight, perhaps that will see Dent at his villainous best.
