5. Ra's Al Ghul
Nobody is a better "guy behind the guy" than League of Assassins/Shadows spearhead Ra's Al Ghul. A primary component to his character is that he operates from the shadows, so he can be woven seamlessly into the plot of almost any Batman story. The only thing keeping Ra's from being higher on this list is volume. He hasn't been featured in as many games as some of the other rogues, but when he does appear, it's almost always a show-stealer. It's in Arkham City where Ra's al Ghul makes his mark, where he'd easily be considered the key villain if it weren't for the game's amazing use of the Joker. Still, we see many of the elements that make Ra's such an intriguing character, as he wants Batman to replace him as the Demon's Head, factoring in the Lazarus Pit into a big role in the story. He is, of course (spoilers) the mastermind behind Hugo Strange and "Protocol 10". After falling from Wonder Tower and becoming impaled upon impact, the body of Ra's mysteriously disappears. One popular theory is that Ra's will be revived once again and be revealed as the Arkham Knight in final chapter of the series.
