7. Raditz
Raditz's lack of inclusion in the game is somewhat of a glaring error on behalf of developers Arc System Works. Some would even go as far as to argue he should have been included in the base game, instead of being relegated to a spot in the THIRD season pass for the game
Raditz was there all the way back at the start of Dragon Ball Z, appearing in the very first episode of the show as the first villain Goku and the team was forced to fight. He was the first character to introduce fans of the show to the idea of Saiyans, he's the guy who kicked off the arc that would bring us characters like Vegeta and Freiza, AND he's Goku's brother for crying out loud.
Sure his move set is a bit meh, and visually he's kind of whatever too, but for importance to the story alone he should be included. Plus he has a move called "Double Sunday" which is enough reason in itself for him to be included.
Besides, there must be dozens of us out there that desperately want a third character to complete our Saiyan Invasion team with Base Vegeta and Nappa. Dozens of us!
