A conniving, weasel-like lawyer, Ken Rosenberg was perfect for Grand Theft Auto. In GTA: Vice City, he's one of the first characters that the main protagonist meets. Tommy Vercetti doesn't necessarily trust the man, but he does realise that he needs to make friends and fast in the vicious blur of Rockstar's vision of 1980's Miami. It's hard to pinpoint exactly why Rosenberg became so popular, because he's one of the most instantly unlikeable people in the entire GTA universe. He's a pipsqueak-like man, one who will shout from the rooftops about how much of an alpha male he is, before wilting like a flower at the first sign of confrontation. Perhaps the character wouldn't be so effective without the terrific voice-acting or the pastel suit. Rosenberg did make a later appearance in GTA: San Andreas. Having lost the vast majority of his hair, the lawyer was no less of a little snake. He hasn't appeared since that game, and is ripe for a comeback. Much like many others on this list, he wouldn't even need to play a major role. A small part would be fine, he's just too interesting to leave out.
