8. The Shadow Broker

Being his presence as master of all things routed in the criminal underworld is extremely important (yet was reconciled to DLC-only), the rise and fall of the Shadow Broker has a huge amount to offer a pre-Shepard universe. Besides him being a gigantic ghoulish creature more at home in something like Dark Souls, the 'Broker is essentially the Kingpin of Mass Effect, and as new show Daredevil is more than proving; delving into the motivations and mindset of someone like this (how they got there, why they do what they do, what their endgame is) is perfect main character fodder. Not to mention that choosing whether to ally yourself with him (or whoever inherits the title in the future following his demise and Liara's potential death) would allow for some awesome Renegade options, and a very powerful ally come whatever ME 4's all-encompassing finale turns out to be.
